\textit{P. Deligne}'s category of representations of the symmetric group \(S_t\) for a non-integer \(t\) [Stud. Math., Tata Institute 19, 209--273 (2007; Zbl 1165.20300)] is extended by constructing a 2-functor \(S_t\) from tensor categories to tensor categories. If \(S_t\) is applied to the category with a single object, Deligne's construction is recovered. For the representation category \(\mathcal C\) of a bialgebra \(A\), the categories \(S_t(\mathcal C)\) interpolate the representation categories of the wreath products of \(A\). The 2-functor \(S_t\) preserves braidings, so that morphisms in \(S_t(\mathcal C)\) can be represented by string diagrams, which yields a natural description of \(S_t(\mathcal C)\) by generators and relations. The block description of Deligne's category by \textit{J. Comes} and \textit{V. Ostrik} [Adv. Math. 226, No. 2, 1331--1377 (2011; Zbl 1225.18005)] is extended to the general context.
