The aim of this paper is to show that the Novikov-Veselov equation (an analogue of the Korteweg-de Vries equation in dimension 2 + 1) at positive and negative energies does not have solitons with space localization stronger than \(O(|x|^{-3})\) as \(|x|\rightarrow\infty\). The author introduces nonzero energy analogs of some scattering data and recalls some known notions and results from the direct and inverse scattering theory for the two-dimensional Schrödinger equation at nonzero energy.
