[Part II appeared in Proc. Am. Math. Soc. 131, 1917--1923 (2003; Zbl 1045.47028).] The physical background of this article is examining the Hamiltonian for the discrete model describing the quantum mechanics of free electrons in the presence of a magnetic field. In particular, the discrete magnetic Laplacian (DML) is the Hamiltonian of the discrete model for the integer quantum Hall effect [\textit{J. Bellissard}, \textit{A. van Elst} and \textit{H. Schulz-Baldes}, J. Math. Phys. 35, 5373--5451 (1994; Zbl 0824.46086)]. The authors of the present paper consider here the spectral properties of the DML on a graph with a free action of a discrete group, as defined by Sunada. The main result is that the spectral density function of the DML associated to rational weight functions on graphs with a free action of an amenable discrete group tends to the limit of the average spectral density function of the DML on a regular exhaustion. The statement is true with either Dirichlet or Neumann boundary conditions.
