This paper uses basic ideas from Finsler geometry, however, the fiber coordinates are not the components of the tangent vector but two noncommuting variables which may represent internal physical properties of a system. The variables are thus analogous to the scalar field in Brans-Dicke theories. Connections, curvatures, and torsions are computed for this bundle using standard techniques. The gravitational field equations are derived from variation of generalized Lagrangian densities.
