The paper is an attempt to solve Levin's problem: ``Describe the cyclic vectors of \(L^ 1(R^ 2_+)\) that is, characterize those functions of \(L^ 1(R^ 2_+)\) for which \(I(f)=L^ 1(R_+)\) where I(f) is the closure of the linear span of the combined right and upper translates \(T_ xf\), \(x\in R^ 2_+\) of f with \(T_ xf(t)=f(t-x)\), \(t\in R^ 2\), \(x\in R^ 2_+.''\) In a section necessary conditions are given and in another one sufficient conditions in terms of the decrease of the Fourier transform of the given function are studied. Also the two dimensional Volterra algebra \(L_ 1([0,1]^ 2)\) with restricted convolution as multiplication is presented in relation to a problem of E. Strouse closely connected to Levin's one.
