The author constructs the solution of the Cauchy problem to the equation \(u_{tt}-\triangle u+b(t)u_{t}=0,\) where \(b(t)\rightarrow 0\) for \(t\rightarrow \infty \) and deduces \(L^p\)-\(L^q\) estimates of the Strichartz type.
