    The authors consider the second order elliptic operator \[ Au(x):= \text{div}((a(x)\nabla u(x)) + F(x) \cdot \nabla u(x) - V(x) u(x), \quad x \in \mathbb R^d, \] with \(a(x) = (a_{kl}(x))_{1 \leq k,l \leq d}\) symmetric and positive definite. The main aim of the paper is to establish whether, \(A\), with domain \[ D_p:= \{u \in L^p(\mathbb R^d) \cap W^{2,p}_{loc}(\mathbb R^d) : \text{div}(a\nabla u), Vu \in L^p(\mathbb R^d)\} \] is the infinitesimal generator of an analytic semigroup in \(L^p(\mathbb R^d)\). This is achieved under various assumptions, which do not require the boundedness of \((a(x))\). In fact, only a condition of the form \[ \sum_{k,l = 1}^d a_{kl}(x) x_k x_l \leq \tau |x|^4 (\ln(|x|))^2, \quad |x| \geq 1 \] is used. The case of lower order singular coefficients (in \(0\)) is also considered. The elliptic theory is applied to the parabolic problem and a result of maximal regularity in an \(L^p(L^q)\) (\(1< p, q < +\infty\)) is established.
