    This paper deals with transmission boundary value problems and spectral theory for singular integral operators on Lipschitz domains. The main feature of this paper is related to the study of variable coefficient operators and systems. In such a case the authors develop an approach which is mainly based on the Serrin-Weinberger asymptotic theory combined with the regularity of the Neumann function. One key feature of this analysis is that it avoids the discussion of the asymptotic behavior at infinity for solutions of elliptic PDE's with bounded and measurable coefficients.
