    The author extends his characterization of the unilevel block \(\alpha\)-circulants [Linear Algebra Appl. 430, No.~8--9, 2012--2025 (2009; Zbl 1217.15039)] to \((k+1)\)-level matrices, where the first \(k\) levels have block circulant structure and the entries at the \((k + 1)\)-st level are unstructured rectangular matrices. The proofs of several results are similar to results obtained by the author for unilevel block circulants.
