The authors provide a necessary and sufficient condition for quasi-homogeneous polynomial Hamiltonian systems having a center. Then, they use the Melnikov function to study the limit cycle bifurcation problem, which extends some known results and solves the Hilbert's 16th problem for the perturbations of homogeneous or quasi-homogeneous polynomial Hamiltonian systems. The results are new and interesting.
