In this paper, the authors present that the Campanato spaces \(\mathcal{C}_{ p, \beta}\) with \(0 < \beta < 1\) are independent of the scale \(0 < p < \infty\) in the sense of equivalent norms, and characterize such spaces by the boundedness of the commutators \([ b, B_\alpha ]_j \, (j = 1, 2)\), where \(B_\alpha\) are the bilinear fractional integral operators given in [\textit{L. Grafakos}, Stud. Math. 102, No. 1, 49--56 (1992; Zbl 0808.42014)].
