    Let \((M,J)\) denote a compact complex surface. When the first Betti number of \(M\) is even, any bi-Hermitian metric on \(M\) arises from a generalized Kähler structure. When the first Betti number is odd, \((M,J)\) does not admit Kähler metrics, nor a bi-Hermitian conformal structure necessarily comes from a generalized Kähler structure. The authors prove that \((M,J)\) with odd first Betti number admits a strongly bi-Hermitian structure \((g, J_+, J_-)\) with \(J_+=J\) if and only if it is a Hopf surface with universal covering space \(\mathbb C^ 2 - \{(0,0)\}\) and fundamental group belonging to some particular family. Thus \((M,J)\) is either a \(K3\) surface or a complex torus or a Hopf surface admitting a compatible hyper-Hermitian structure. As a consequence the Inoue surfaces with \(b_2(M)=0\) do not admit compatible bi-Hermitian structures. A family of bi-Hermitian metrics on some Hopf surfaces is constructed by deforming the locally conformally Kähler metrics found by \textit{P. Gauduchon} and \textit{L. Ornea} [Ann. Inst. Fourier 48, No.~4, 1107--1127 (1998; Zbl 0917.53025)].
