The Hermite-Biehler theorem gives necessary and sufficient conditions for the Hurwitz stability of a polynomial in terms of certain interlacing conditions. The authors extend their earlier generalisation of the Hermite-Biehler theorem for real, not necessarily Hurwitz polynomials [Linear Algebra Appl. 302-303, 135-153 (1999; Zbl 0949.15037)] to the domain of polynomials with complex coefficients.
