The paper deals with a boundary value problem with general degenerate boundary conditions: \[ u''-q(x)y+\lambda y=0, \quad 0<x<\pi, \quad u'(0)+du'(\pi)=u(0)-du(\pi)=0, \] where \(q\) is a complex-valued function and actually \(q\in L_2(0,\pi);\) \(d\in{\mathbb C}.\) Assuming \(d\neq0\) the author proves existence of a potential \(\tilde q(x),\) such that the multiplicities of the corresponding eigenvalues monotonically tend to infinity. Moreover, the completeness in \(L_2(0,\pi)\) of the root functions is proved for this potential \(\tilde q(x)\) which, in turn, does not belong to the class of potentials for which the completeness was proved in [\textit{M. M. Malamud}, Funct. Anal. Appl. 42, No. 3, 198--204 (2008); translation from Funkts. Anal. Prilozh. 42, No. 3, 45--52 (2008; Zbl 1167.34393)].
