In this paper the authors study a problem arising in the \(L^2\) weakly convergent sequences, which do not converge strongly. This type of problems is related to a generalization of compactness by compensation principle to variable coefficients. Applications of these theories are present in small-amplitude homogenization, in control theory, to compute the explicit formulae of homogenization and to prove the existence of entropy solution in the theory of conservation laws. In the paper they present the definition of H-measures in connection with the localization principle. The presented objects generalize the H-measures, depending on a characteristic length, and the notion of semi-classical measures. The main result is related to the localization principle of one scale H-measures, allowing a general development for differential equations with characteristic length not necessarily coinciding with the characteristic length of the measure.
