The paper is death with the restricted divisor function \[ \tau_{M,N}(k)=\#\big\{1\leq m\leq M, 1\leq n\leq N : mn=k\big\}. \] A number of average results over short arithmetic progressions is established. Some of these results improve the \textit{J. L. Truelsen}'s estimates [Int. Math. Res. Not., No. 16, 3144--3183 (2010; Zbl 1211.11087)]. The investigation of the restricted divisor function is related with the pair correlation problem for fractional parts of the quadratic function \(\alpha k^2\), \(\alpha\in \mathbb{R}\), \(k\in \mathbb{N}\).
