    Let \(\alpha \in (0,2)\) and \(1<p<\infty\), \(1<q\leq \infty\). Then the inhomogeneous spaces \(F^\alpha_{p,q} (\mathbb R^n)\) can be equivalently normed by \[ \| f \, | L_p (\mathbb R^n)\| + \Big\| \Big( \sum_{k\in \mathbb Z} 2^{k(\alpha +n)q} \Big| \int_{|\cdot-y|\leq 2^{-k}} \big( f(\cdot)-f(y) \big)\,dy \Big|^q \Big)^{1/q}| L_p (\mathbb R^n) \Big\|. \] This main result of the paper (Theorem 1.1) is extended to \(F^\alpha_{\infty,q} (\mathbb R^n)\) and also to the homogeneous spaces \(\dot{F}^\alpha_{p,q} (\mathbb R^n)\). Theorem 1.2 generalizes this assertion to \(F^\alpha_{p,q} (\mathbb R^n)\) and \(\dot{F}^\alpha_{p,q} (\mathbb R^n)\) with \(2N <\alpha <2N+2\), with \(N\) a natural number, where \(f(x) - f(y)\) must be replaced by suitable Taylor remainder terms. Corresponding results for Besov spaces \(B^\alpha_{p,q} (\mathbb R^n)\) are considered at the end of this paper (Theorem 4.1).
