    The analytic vector field \(X=P \frac{\partial}{\partial w}+ Q \frac{\partial}{\partial z}\) in the neighborhood of the elementary singular point in \(C^2\) is considered. The first result is the degeneration of a theorem of Poincaré on a necessary condition for the existence of rational first integrals of the polynomial vector field. This is a necessary and sufficient condition for the analytic vector field to have a generalized rational first integral in some neighborhood of an elementary singular point. As applications of this result, necessary and sufficient conditions for the existence of a rational first integral for a quadratic system having either a weak nondegenerate singular point or a degenerate elementary singular point are given.
