The paper studies the local controllability problem for the Navier-Stokes equation in \(\Omega\times(0,T]\), where \(\Omega\) denotes a bounded domain in \(\mathbb{R}^n\), \(n=2,3\), with a finite number of mutually disjoint \(C^\infty\) boundaries of \((n-1)\)-dimension. The equation has the state (velocity vector) \(y(x,t)=(y_1(x,t), \dots, y_n(x,t))\), initial state \(y_0(x)\), and the distributed control \(u(x,t)=(u_1(x,t), \dots, u_n (x,T))\). Given an open subset \(\omega (\subset\Omega)\), the control enters the equation in the specific form: \(m(x)u (x,t)\), where \(m(x)\) denotes the characteristic function of \(\omega\). The paper shows the following local controllability property: Let \(y_e(\cdot)\in (H^3 (\Omega ))^n\) be any steady-state of the Navier-Stokes equation and \(\omega (\subset\Omega)\) be arbitrary. Then there is an \(\eta>0\) such that, for all initial state \(y_0\) with \(\| y_0-y_e\|_{(H^2 (\Omega))^n} \leq \eta\), there is a control \(u\) and the corresponding state \(y\) of the equation satisfying \(y(x,T)=y_e(x)\), a.e. \(x\in\Omega\).
