The paper is devoted to the joint universality in the Voronin sense [\textit{S. M. Voronin}, Math. USSR, Izv. 9, 443--453 (1975); translation from Izv. Akad. Nauk SSSR, Ser. Mat. 39, 475--486 (1975; Zbl 0315.10037)] for a pair of Hurwitz zeta-functions. Suppose that real transcendental numbers \(\alpha_1\) and \(\alpha_2\), \(0<\alpha_1, \alpha_2 <1\), \(\alpha_1 \not =\alpha_2\), satisfy the condition \(\alpha_2 \in \mathbb Q (\alpha_1)\). Let \(K_j\) be compact subset of the strip \(\{s \in \mathbb C: \frac{1}{2}<\sigma<1\}\) with connected complements, and \(f_j(s)\) be a continuous function on \(K_j\) which is analytic in the interior of \(K_j\), \(j=1,2\). Then, for any \(\varepsilon>0\), \[ \liminf\limits_{T \to \infty}\bigg\{\tfrac{1}{T} \text{{meas}} \big\{\tau \in [0,T]:\max\limits_{1 \leq j \leq 2}\max\limits_{s \in K_j}|\zeta(s+i\tau,\alpha_j)-f_j(s)|<\varepsilon\big\}\bigg\}>0, \] where \(\text{{meas}}\{A\}\) is a Lebesgue measure on \(\mathbb R\), and \(T>0\). As corollaries of the main statement the joint denseness result and joint functional independence for the pair of Hurwitz zeta-functions are obtained.
