    Let \(E\) be an elliptic curve over a number field \(K\), and let \(\ell\) be a prime number. In this paper the author investigates a local-global principle for \(\ell\)-isogeny, which asks whether \(E\) admits an \(\ell\)-isogeny over \(K\) when \(E\) admits an \(\ell\)-isogeny locally everywhere. Let \(\sqrt{\left(\tfrac{-1}{\ell}\right)\ell}\not\in K\), and suppose that \(E\) admits an \(\ell\)-isogeny locally at a set of primes with density one. In this situation he proves that \(E\) admits an \(\ell\)-isogeny over a quadratic extension of \(K\), and if \(\ell\equiv 1\pmod 4\) or \(\ell<7\), then \(E\) admits an \(\ell\)-isogeny over \(K\). For the proof, he employs a Galois representation to reduce the problem to a question on the structure of certain subgroups of \(\mathrm{GL}_2(\mathbb{F}_{\ell})\). Furthermore he gives a counterexample to the principle when \(K=\mathbb{Q}\) and \(\ell=7\).
