In Sib. Math. J. 22, 50-58 (1981; Zbl 0464.53033) the author considered some invariants of geometric structures called a fan. This paper contains a realization theorem which applies in the involutive case to any abstractly given fan of a G-structure. It is a generalisation of Cartan's fundamental realization theorem. It is shown that the question of local N-transitivity (and, in particular, the question of basis transitivity and also of frame transitivity) can be solved using nonholonomic prolongations, which are usually avoided because their structure function is not constant. The resulting condition is very simple: it requires the existence of a thin fan for a nonholonomic prolongation of every order. This question can be dealt with in a finite number of steps. In the case of Riemannian manifolds this condition yields a test for local homogeneity, viz. the existence of an isometry of the tangent spaces which preserves all covariant derivatives of the curvature tensor.
