For relatively prime integers a and b, w(b/a) denotes an element of the Witt group W(\({\mathbb{Q}}/{\mathbb{Z}})\) of finite forms represented by a form f on \({\mathbb{Z}}/a{\mathbb{Z}}\) defined by \(f(1,1)=b/a\in {\mathbb{Q}}/{\mathbb{Z}}\). Let X be a (4n-1)-dimensional closed oriented manifold admitting a pseudo-free circle action. This paper computes the Witt class of torsion linking forms of X in terms of w(b/a) where a and b range over numbers obtained from slice representations of exceptional orbits in X. As its application it is shown that any Witt class of finite form can be realized as a torsion linking form of X where X has dimension 3.
