Remote Control 44, 1356-1360 (1983; Zbl 0542.90046).] - We derive necessary and sufficient conditions for optimality of correct functioning mechanisms in the case when both the planning procedure for the states of the active elements and the incentive system may be varied. Constructive sufficient conditions of optimality are given for incentive systems ensuring that the plan is met.
