With a quantised theory in mind a classical theory which is conformally invariant and contains torsion and also a scalar field is constructed by assuming an arbitrary affine connection subject only to the metric having zero covariant derivative. The interpretation proposed for the resulting spin-1 vector field is electromagtic.
