    Let R be a local ring of Krull dimension d and 1/d!\(\in R\). It is proved that every unimodular \((d+1)\)-vector over R[X] is completable to an invertible matrix. A. Suslin has proved the corresponding assertion earlier for \((r+1)\)-vectors with \(r>d\). It is inferred from this result that the Bass-Quillen conjecture is true for rings R of dimension 3 and residue characteristics \(\neq 2,3:\) if such a ring R is a regular local ring, then every projective R[X]-module is free.
