The author investigates necessary conditions -- in the ``degenerate'' or ``singular'' case -- for optimality of a class of ``final-value'' type control problems for second order (first order with respect to time, first order with respect to one-space variable) hyperbolic equations with Goursat-type boundary conditions (time-varying at one end). The main interest is in controls which satisfy the Pontryagin maximum principle without being optimal.
