This article makes significant progress towards the problem of constructing integral models of Shimura varieties, and using this to further Langlands' program of computing their zeta functions. The Shimura varieties considered are those of abelian type, with parahoric level structure, and such that the underlying group \(G\) splits over a tamely ramified extension of \(\mathbf{Q}_p\), where \(p\) is an odd prime. Assume also that \(p\) does not divide the order of the fundamental group of the derived group of \(G\) over the algebraic closure of \(\mathbf{Q}_p\). With these assumptions an integral model of the Shimura variety is constructed. According to Langlands' program, the Hasse-Weil zeta function of a Shimura variety has a local factor at \(p\). Under certain additional conditions, a conjecture of Kottwitz regarding the action of Frobenius on the sheaf of nearby cycles is established, thus determining the local factor of the zeta function.
