The authors of the current paper consider 3-dimensional topological stratified pseudomanifolds. They prove existence of triangulations for these pseudomanifolds and show that any two triangulations of the same pseudomanifold are related by moves analogous to Alexander stellar and Pachner bistellar moves. As an application they extend the Turaev-Viro state sum invariant for 3-manifolds to 3-pseudomanifolds.
