Let \(m \in L^\infty (\mathbb{R}^2)\) be homogeneous of degree zero and let \(h_+\) and \(h_-\) be the one variable functions defined by \(h_\pm (x) = m(x, \pm 1)\). The authors show that if \(h_+\) and \(h_-\) sastify the hypothesis of the Marcinkiewicz multiplier theorem on the real line then \(m\) is a Fourier multiplier of \(L^p (\mathbb{R}^2)\), \(1 < p < \infty\). The authors also discuss higher dimensional results.
