In the present paper, the author introduces the notion of a uniformly local o-minimal structure of the second kind that differs from the notion of a uniformly local o-minimal structure defined by \textit{T. Kawakami} et al. [J. Math. Soc. Japan 64, No. 3, 783--797 (2012; Zbl 1259.03051)]. He proves that a uniformly locally o-minimal ordered field of the second kind is o-minimal and closed. The main results are a local monotonicity theorem for uniformly local o-minimal structures of the second kind and a local definable cell decomposition theorem for these structures that are definably complete. At last, the author defines the dimension of a definable set and studies its basic properties for a locally o-minimal structure admitting local definable cell decomposition.
