The author proposes an efficient algebraic method of constructing \(W(E_8)\)-invariant Jacobi forms. It has recently been shown that the ring of Weyl invariant \(E_8\) weak Jacobi forms is not a polynomial algebra. The author studies a polynomial algebra which contains this ring as a subset and gives a necessary and sufficient condition for an element of this algebra to be a Weyl invariant \(E_8\) weak Jacobi form. This is applied to give the generators of given index \(m\) for \(m \leq 20\) and to determine the lowest weight generators of the free module of index \(m\) for \(m \leq 28.\) The results are used to prove that there exist generators of the ring of Weyl invariant \(E_8\) weak Jacobi forms of weight \(-4m\) and index \(m\) for all \(m\) with \(12 \leq m \leq 28\).
