    The authors consider a frame on \(L^2({\mathbb R})\) consisting of the union of the orthonormal Haar basis together with two orthogonal basis obtained by shifting the elements of the Haar basis by \(\frac{1}{3}\) and \(\frac{2}{3}\). Let \(f\) be a locally bounded function with the property that every point is a Lebesgue point. The main result of the paper shows that the membership of \(f\) to a Hölder space \(C^\alpha({\mathbb R}),\ 0 < \alpha < 1\), can be characterized in terms of the frame coefficients of \(f\). The characterization is similar to that known using the coefficients with respect to an orthonormal basis of wavelets in the Schwartz class and it is surprising due to the lack of regularity of the Haar functions. In fact, it is obvious that such a characterization is impossible if only the coefficients with respect to the Haar base are considered. As shown by the authors, the Haar frame coefficients also allow to recover the pointwise Hölder exponent, which complements and in a sense improves on previous work by \textit{S. Jaffard} and \textit{B. Mandelbrot} [Adv. Math. 120, 265--282 (1996; Zbl 0916.42024)].
