The author obtains the solvability in \({\mathcal H}^1_p=(1-\Delta)^{1/2}W^{1,2}_p\) of second-order parabolic equations in divergence form \({\mathcal P} u-\lambda u=\operatorname{div}g+f\) with principal coefficients \(a^{ij}\) measurable in \((t,x^1)\) and having small BMO semi-norms in the other variables. The corresponding results for the Cauchy problem are also established. The considerations are also extended on spaces with mixed norms \({\mathcal H}^1_{q,p}=(1-\Delta)^{1/2}W^{1,2}_{q,p}.\)
