The Orlicz-Cesáro mean sequence spaces is denoted by \(ces_{\varphi }\) and by \(S_{ces_{\varphi }}\) the class of all bounded linear operators between arbitrary Banach spaces with its sequence of \(s\)-numbers which belong to \(ces_{\varphi }.\) The authors give sufficient conditions on \( ces_{\varphi }\) for which \(S_{ces_{\varphi }}\) constructs an operator ideal. They also prove that \(S_{ces_{\varphi }}(X,Y)=\overline{F(X,Y)}\) for all Banach spaces \(X\) and \(Y\), where \(F(X,Y)\)\ is the space of all finite rank operators. The inclusion relations between the pre-quasi operator ideals and the inclusion relations for their duals are determined. Finally, a result asserts that the prequasi Banach operator ideal formed by the approximation numbers and \(ces_{\varphi }\) is small under certain conditions.
