This paper extends earlier work by the author on phase transitions in the setting of countable Markov shifts [Commun. Math. Phys. 217, No. 3, 555--577 (2001; Zbl 1007.37018)]. Motivated by the physical meaning of critical exponents, the critical expansion of the topological pressure near a given potential is related to abnormal fluctuations of averages with respect to the equilibrium measure for that potential. The proofs use inducing arguments to exploit spectral gap phenomena for Ruelle operators and perturbation theory, starting from the `big images and pre-images' property shown earlier to be equivalent to the existence of Gibbs measures by the author [Proc. Am. Math. Soc. 131, No. 6, 1751--1758 (2003; Zbl 1009.37003)] after \textit{R. D. Mauldin} and \textit{M. Urbański} [Isr. J. Math. 125, 93--130 (2001; Zbl 1016.37005)] showed it to be sufficient.
