Siegel modular forms of degree 2 of integral weight (with or without character) and of half integral weight are explicitly constructed by means of theta constants. This yields structure theorems for various graded rings resp. modules of Siegel modular forms which, in some cases, are (isomorphic with) polynomial rings in four variables. As corollaries, one obtains dimension formulas for spaces of Siegel modular forms of degree 2 with integral or half integral weight which were discovered by \textit{R. Tsushima} [Comment. Math. Univ. St. Pauli 52, No. 1, 69--115 (2003; Zbl 1065.11027)] by other methods. Then the authors define the analogues of Kohnen's plus subspace in the spaces of Siegel modular forms of half integral weight \(k\tfrac 12\) and arbitrary degree \(n\). They are isomorphic with spaces of Jacobi forms of integral weight \(k\), index 1, and degree \(n\). A theory of Hecke operators at odd primes for Siegel modular forms of half-integral weight has been developed by \textit{V. G. Zhuravlev} [Mat. Sb., N. Ser. 121 (163), No. 3(7), 381--402 (1983; Zbl 0524.10021); ibid. 123 (165), No. 2, 174--194 (1984; Zbl 0537.10017)]. For forms in the plus subspace the authors construct Hecke operators also at the prime 2. They state the following Lifting Conjecture: For any cusp eigenforms \(f\) of weight \(2k2\) and \(g\) of weight \(2k4\) on \(\text{SL}(2, \mathbb{Z})\), there exists a Siegel cusp eigenform \(F\) of degree 2 in the plus subspace of weight \(k\frac 12\) such that \(L(s,F)=L(s,f)L(s1,g)\). Here, \(L(s,f)\) and \(L(s,g)\) are the usual \(L\)-functions of the forms \(f,g\) in one variable, and \(L(s,F)\) is the \(L\)-function of \(F\) as defined by Zhuravlev. The conjecture is supported by several examples of Euler factors of cusp forms of half integral weight. In an appendix, Fourier coefficients of cusp forms of degree 2 in the plus subspaces are listed.
