In this paper the author develops a theory of electromagnetic wave scattering by one and many small impedance particles embedded in a homogeneous medium, and several results in this context are obtained. In particular, the author gives an explicit formula for the electromagnetic waves scattering by a small impedance particle with an arbitrary shape (Theorem 1), and he derives an equation for the electric field in the limiting medium obtained by embedding many small impedance particles. Novel physical consequences of this theory are also discussed.
