    An additional concept to the work of \textit{C.-J. Tian, S.-L. Xie}, and \textit{S. S. Cheng} [Comput. Math. Appl. 36, No.10--12, 149--161 (1998; Zbl 0933.39024)] on a positively oscillatory sequence with upper frequency measure is proposed. The authors give conditions that this definition of oscillation is satisfied by all solutions of the neutral difference equation \[ \Delta(x_n + c_n x_{n-k}) = f(n, x_{n-l}), \quad n=0,1,\dots, \] where \(k\) and \(l\) are positive integers, \(\{ c_n \}\) is a real sequence and \(xf(n,x_n) \leq p_n x^2, n\geq 0, x \in R,\) for some real sequence \(\{ p_n \}\).
