A \(\mathrm{C}^\ast\)-algebra \(A\) is said to be \(\mathcal{Z}\)-stable if \(A\cong A\otimes\mathcal{Z}\), where \(\mathcal{Z}\) is the Jiang-Su algebra. The class of simple \(\mathcal{Z}\)-stable \(\mathrm{C}^\ast\)-algebras has been the main focus of the classification program of simple separable nuclear \(\mathrm{C}^\ast\)-algebras in the last decade, as many naturally arising \(\mathrm{C}^\ast\)-algebras are \(\mathcal{Z}\)-stable, and on the other hand, without the assumption of \(\mathcal{Z}\)-stability, counterexamples have been found for the classification using conventional $K$-theoretical invariant. For simple separable nuclear nonelementary \(\mathrm{C}^\ast\)-algebras, the \(\mathcal{Z}\)-stability was conjectured by \textit{A. S. Toms} and \textit{W. Winter} [J. Funct. Anal. 256, No. 5, 1311--1340 (2009; Zbl 1184.46061)] to be equivalent to finite nuclear dimension, where the nuclear dimension was introduced by \textit{W. Winter} and \textit{J. Zacharias} [Adv. Math. 224, No. 2, 461--498 (2010; Zbl 1201.46056)] as a \(\mathrm{C}^\ast\)-algebra analogue of the topological covering dimension. It was shown in [\textit{W. Winter}, Invent. Math. 187, No. 2, 259--342 (2012; Zbl 1280.46041)] that all simple unital separable nonelementary \(\mathrm{C}^\ast\)-algebras with finite nuclear dimension are \(\mathcal{Z}\)-stable, and then this result was generalized to nonunital \(\mathrm{C}^\ast\)-algebras in [\textit{A. Tikuisis}, Math. Ann. 358, No. 3--4, 729--778 (2014; Zbl 1319.46043)]. For the converse, a breakthrough has been made in [the first author et. al., Invent. Math. 224, No. 1, 245--290 (2021; Zbl 1467.46055)] where all simple unital separable nuclear nonelementary \(\mathcal{Z}\)-stable \(\mathrm{C}^\ast\)-algebras have been shown to have nuclear dimension at most \(1\). In the present paper, the assumption of being unital is removed, and hence it completes the equivalence between \(\mathcal{Z}\)-stability and finite nuclear dimension for simple separable nuclear nonelementary \(\mathrm{C}^\ast\)-algebras.
