    The author considers a variational inequality problem defined by a set-valued map, called generalized variational inequality problem. A penalty based method for the non-stationary generalized variational inequality problem is proposed which admits inexact solutions of auxiliary problems. Modified coercivity conditions are introduced and used to prove the existence of solutions of auxiliary problems and the convergence of the iterative sequences.
