Explicit formulae for cyclotomic numbers of order a prime p and \(2^ tp\), in terms of quadratic partitions of p have been determined by different authors for \(p\leq 11\). In the present paper, the authors solve the cyclotomic problem for the modulus 15; the first composite case involving a product of 2 odd primes. Introduction of Jacobi sums (whose determination is equivalent to the determination of the cyclotomic numbers) gives a broader picture of the set up. Other useful sums include Gauss sums, Eisenstein sums, Hurwitz- Dickson sums etc. All these are discussed in the present paper. At the end, an interesting application is made of these results.
