The non-Desarguesian translation plane of order 9 has long been known to be exceptional in many respects. It is the smallest possible non- Desarguesian plane. The smallest possible non-Desarguesian plane of even order has order 16 and planes of order 16 also have exceptional properties. The author characterizes the translation planes of order 16 with non-solvable collineation groups. The translation complement contains SL(2,4) or PSL(2,7) and the plane is one of the known planes.
