    A finite incidence structure \(D=({\mathcal P},{\mathcal B})\) is called an \((s,k,\lambda_ 1,\lambda_ 2)\)-divisible design if every block in \({\mathcal B}\) has size \(k\) and if the point set \({\mathcal P}\) is split into disjoint classes of size \(s\) such that every two distinct points in the same point class are incident with exactly \(\lambda_ 1\) blocks, whereas any two points in distinct classes are incident with exactly \(\lambda_ 2\) blocks. The author characterizes semi-regular \((s,k,\lambda_ 1,\lambda_ 2)\)-divisible designs which admit a Frobenius group as their translation group. Furthermore he gives a construction method for such designs.
