    A group \(G\) is called capable if \(G\) is the group of inner automorphisms of some group \(E\). In this paper the authors generalize the definition of capable group to pairs of groups in such a way that \(G\) is capable if and only if the pair \((G,G)\) is capable (the precise definition is too involved to be stated here). A complete theory of capable pairs is provided.
