The authors consider the problem of designing optimal controls for linear time-invariant, time-delay systems. This is done by approximating time- delayed variables with truncated Taylor's series, resulting in an approximation of the original model. In particular, unconstrained fixed final-time optimal control problems of the descriptor-variable system have been investigated by the variational method. The results can be used to design optimal open-loop regulators and open-loop minimum energy controls.
