    The idea of Langlands functorality means that a homomorphism between the \(L\)-groups of two connected reductive groups defined over a number field should lead to a map between the set of automorphic representations. The authors here pose the question as to whether the same will hold true of metaplectic covers of such groups. In this article they restrict their attention to double covers and consider in particular the case of the double covers of \(\mathrm{SO}_{2k}\) and \(\mathrm{SO}_{2k+1}\). They achieve such a construction by using a theta representation on \(\mathrm{SO}_{4k+1}\); this is not constructed using the Weil representation but is a residue of an Eisenstein series. It is ``small'' in a certain, unconventional sense. The details of the paper rely on the finer properties of this quotient representation. The authors augment these considerations with some ideas as to the appropriate definition of \(L\)-groups for general metaplectic groups. This is based on the work in this paper and on \textit{G. Savin's} paper ``Local Shimura correspondence'' [Math. Ann. 280, 185--190 (1988; Zbl 0644.22007)].
