    The authors investigate congestion control problems in a non-stationary queueing system with periodic arrival and service rates. The main goal of the paper is to extend existing stationary results to the non-stationary problem. The optimality criteria of interest are the infinite horizon discount and average reward criteria. The intuition that the optimal price increases and the admittance requeriments become more strict holds under very light regularity conditions. Since the state space is uncountable, the problem is intractable. Thus, the authors introduce the pointwise stationary approximation and a heursitic to improve the implementation. The proposed approach is numerically tested.
