The paper presents a standard solution to the control problem for a differential dynamic system with delays, with additive, nonlinear influence of the delayed state, and with saturated inputs. The methods used are based on using an observer and Riccati inequalities. But the problem is that, according to my knowledge, this does not have anything to do with repetitive learning control. The fact that a delayed output is present in the control algorithm is not sufficient to use this name. A numerical example is provided, but it is not very informative.
