This paper gives a positive answer to a local conjecture on the spectrum by \textit{C. Hertling} [in: New developments in singularity theory. Proc. NATO Adv. STudy Institute New Developments Singularity Theory, Cambridge 2000, NATO Sci. Ser. II, Math. Phys. Chem. 21, 235-255 (2001; Zbl 0993.32018)] and of its global analog, suggested by the reviewer [ibid. 257-278 (2001; Zbl 0993.32017)] in the use of the singularity, respectively the polynomial is in two variables and satisfies a Newton non-degeneracy condition.
